  1. The Punjab Private Security Companies (Regulation and Control) Ordinance, 2002.
  2. The Punjab Private Security Companies (Regulation and Control) Rules, 2003.

How to Get a License and NOC in Pakistan

Setting up a security business requires a No Objection Certificate (NOC). The first step is to register your business with the Securities and Exchange Commission of Pakistan (SECP). Once you finish the SECP formalities, they send your documents to the Ministry of Interior for the NOC. This specific part of the process usually takes about three to four months to complete.

Essential Documents for Your Application

To get started, you will need to gather a specific list of paperwork:

  • Company Documents:
    You need the Memorandum and Articles of Association. These must show that the company has at least 10.1 million Rupees in capital.
  • Financial Proof:
    The directors must provide bank statements from the last three months showing a combined balance of over 10 million Rupees.
  • Professional Profiles:
    You need a company profile and detailed CVs for all directors. At least one director must be a retired officer from the Armed Forces or a Law Enforcement Agency.
  • Personal Identification:

    This includes recent photographs, valid CNIC copies, and NTN certificates for every director.
  • Employment Plan:
    You must submit a signed document that explains how you will treat your security guards. In this document, clearly state their wages and working hours. Explain how much leave they will receive and how you will support them if they get sick or injured while on duty. Also, explain what you will do if a guard dies during duty. You must also mention all benefits you will provide, such as EOBI, insurance, and retirement plans.
  • Operational Details:
    You must mention where your offices will be, how many guards you plan to hire, and what kind of weapons or security gadgets you will use.
The Sworn Affidavit

Every proposed director must sign a legal affidavit confirmed by an Oath Commissioner. They must state that:

  1. They do not hold dual citizenship.
  2. They did not benefit from the National Reconciliation Ordinance (NRO) of 2007.
  3. They have no criminal convictions (except for very minor things like traffic tickets).

Applying to the Provincial Government

After the SECP registration and the Ministry of Interior’s approval, you apply to the Licensing Authority for the actual license. You must submit the following to the Home Secretary:

  • The SECP Incorporation Certificate and Form 29.
  • Background check reports for all directors.
  • A bank statement in the company’s name.
  • An undertaking on stamp paper promising to follow all rules.
  • The address of the provincial office.

The government can either accept or reject the application. If they say no, they must give you the reasons in writing. If they say yes, you get a license that lasts for three years. This license belongs only to you and cannot be given or sold to someone else.

Life After Getting the License

When you get your license, you can start hiring staff and security guards. You are responsible for the people you hire and for everything they do at work. Make sure your guards are suitable for the job. They should be honest, reliable, and trustworthy. Do not hire anyone who has a history of fraud or dishonest behaviour. Always choose people who have a clean record and good character.

  • Official Approval:
    Before a guard starts working, you must send their details to the Licensing Authority and get written permission.
  • Record-Keeping:
    You must maintain a complete list of all employees and their backgrounds at your office.
  • Police Registration:
    You have to register every guard at the local police station.
  • Mandatory Insurance:
    You must buy insurance for every guard. This covers them in case they are seriously injured or die while doing their job.

How to Renew Your License

To keep your business running, you must submit an annual performance report to the Licensing Authority. They will tell you the required fee for renewal through an official government notification.
