Official Guidelines from the Ministry of Foreign Affairs
The Ministry provides specific rules for different types of documents:
Educational Documents
- School Certificates: Boards of Intermediate & Secondary Education certificates need a stamp from the Inter Board Committee of Chairmen (IBCC).
- University Degrees: These must be attested by the Higher Education Commission (HEC).
- Technical Skills: Local technical boards and NAVTTC must verify these.
- Foreign Degrees: You must get an “equivalence certificate” from IBCC or HEC, which we can then have attested.
- Professional Accounting: ACCA papers need stamps from the British Council and ACCA. ICAP and ICMAP certificates must be signed by their own authorized officers.
- Religious & Private Schools: Madaris certificates need Wafaqul Madaris, IBCC, and HEC stamps. School-leaving certificates from private or government schools need IBCC or District Education Officer approval.
- Military Schools: The Educational Directorate of the specific force (Army, Navy, or Air Force) must sign these.
Marriage & Family Documents
- Marriage (Nikkah Nama): You need the original Nikkah Nama with the Registrar’s seal, a NADRA Marriage Certificate, and the bride’s CNIC showing her husband’s name.
- Foreign Spouses: If you married a foreigner, you must provide a copy of their passport and their Pakistani visa.
- Divorce: Only the individuals themselves (not relatives) can get these attested. You need a Computerized Divorce Certificate from the Union Council.
- Birth & Death: NADRA or hospital-issued certificates must be signed by a Government Hospital’s Medical Superintendent. Death certificates also require an ID card cancellation notice.
Personal & Medical Papers
- Police Clearance: These must come from the local District Police Officer (DPO).
- Medical Documents: The Ministry of National Health Services must sign doctor’s certificates and nursing diplomas. Fitness or bed-rest notes need a signature from a Medical Superintendent or District Health Officer.
- Driving Licenses: You must have the original license and a “No Objection Certificate” (NOC) from the licensing authority.
Business & Commercial Documents
- Trade Agreements: Company bosses must sign these, followed by a stamp from the local Chamber of Commerce. If it is a Power of Attorney, the owner must usually appear in person.
- Company Licenses: SECP or Registrar of Firms documents are attested in original form. Experience certificates for companies are only attested if the government agency they are registered with has verified them first.
Experience Certificates
The authority that signs your experience letter depends on your job:
- Chefs/Beauticians: PTDC.
- Technicians/Mechanics: NAVTTC or NTB.
- Teachers: District Education Officer or University Registrar.
- Pilots/Flight Crew: Civil Aviation Authority (CAA).
- Engineers: Pakistan Engineering Council (PEC).
Power of Attorney from Abroad
If you are sending a Power of Attorney from another country to Pakistan, the Pakistani Embassy or Consulate in that country must attest it first. Once they confirm it is real, the Ministry in Pakistan will verify it. The person you appoint as your “attorney” must show up in person with their original ID card. These documents are usually only valid for 120 days from the date they were signed abroad.
Power of Attorney for Abroad
If you are in Pakistan and need to sign over rights for property or money located in another country, you must go in person to the local District Registrar. You will need your original ID and a passport-sized photo. These must be prepared on official stamp paper.
Affidavits
The Ministry only attests three specific types of affidavits:
- Family reunions (visas for children).
- Financial support.
- Unmarried status (signed by parents). These must be on stamp paper, signed by a magistrate, and the person signing must appear in person.
Important Notes on Validity
- Permanent Documents: Birth, marriage, and death certificates, along with degrees, stay valid forever once attested.
- Camp Offices: Attestations from our offices in Lahore, Karachi, Peshawar, or Quetta have the same legal weight as those from the main Ministry office in Islamabad.
- Language: The Ministry only attests documents in Urdu or English. If you need a translation (like Arabic or French), the English version must be on the same page.
Non-Attestable Documents
Please note that the Ministry will not attest to the following:
- ID cards (or their translations).
- Criminal judgments or FIRs.
- Domicile papers or personal photos.
- Visa invitation letters or insurance papers.
- Halal or Slaughter certificates.
- IELTS/TOEFL scores.
- Standard job applications or teacher reference letters.
